At the beginning of the 20th century, land surveys led to the discovery of limestone deposits on the hills of Tregnago, and as early as 1917, Italiana Cementi had acquired ownership and excavation rights on some lands in the neighboring municipalities of Mezzane di Sotto and Illasi, in anticipation of building a cement factory as soon as the ongoing war was over.
The plant, having set aside the idea of being built elsewhere, was constructed in Tregnago, in a location called "alla stazione" because it was near the tram station. The laying of the first stone took place on February 5, 1922.
